Biography

Mr. Brian Kowalski served as a Partner at Saul Ewing LLP. He serves as bond counsel, underwriter's counsel and trustee's counsel on various tax-exempt financings for municipal, water and sewer, healthcare, transportation, economic development, solid waste, higher education, housing and redevelopment projects. He handles transactions for both new money and refunding projects, pooled transactions and transactions that have utilized various types of credit enhancement such as bond insurance, letters of credit and guarantees. Brian also represents municipalities on redevelopment project and the authorization of PILOT bonds to finance related infrastructure improvements. He also has extensive experience in the areas of energy law and state, local and municipal law.
