Biography

Mr. Lit-Mian Chan served as a Principal at Environ. Lit Chan has over 18 years of international and domestic consulting experience on mobile source emission control technologies and measurement techniques, alternative fuels and emission factor model assessments. He has participated in numerous technology assessments and cost-effectiveness analyses on emission control programs for on-road sources (heavy-duty diesel trucks, motorcycles, etc.) and non-road sources (locomotives, chainsaws, etc.). Lit is currently managing an environmental impact report project of a near-dock intermodal rail facility for a California port, providing emissions testing and compliance and/or certification assistance on engines, vehicles, control devices and transportation fuels. He has led and/or provided technical assistance on several marquee ports projects, including the development and implementation of workshops for California ports on clean engines, fuels and control technologies, and greenhouse gas (GHG) and climate initiatives for a world ports conference. He has also conducted shoreside power feasibility studies for marine vessels. Lit has managed numerous State Implementation Plan-related projects on emissions control programs for California, Texas and northeastern and Midwest states, and has provided assistance to USEPA and the California Air Resources Board on their regulatory development programs for spark-ignition and diesel engines. He has also provided technical assistance to develop emission control and testing programs for motor vehicles in several developing countries. Lit holds a BS and an MS in mechanical engineering from Michigan Technological University.
