Biography

Mr. Julien Touati serves as Chief Executive Officer at Reed Management. He served as Partner & Corporate Development Director at Meridiam Infrastructure. He was responsible for Meridiam corporate development, covering key initiatives of the company. He aced as an Investment Director with a focus on deal origination in Europe. He led the closing of the Nimes Montpellier French HSL in 2012. He has infrastructure and public sector experience having previously worked at the French Ministry of Finance's Agence des Participations de l'Etat (APE), where he was responsible for managing the French State's shareholding in Electricité de France. Prior to APE, he was Deputy Head of the European Affairs Division of the French Treasury where he was involved in the design and implementation of EU financing instruments for purposes of financing strategic Research and Development and Infrastructure projects and in the monitoring of EIB's activities on behalf of the French member of the Bank's Board of Directors. He also worked for Veolia Transport and for the infrastructure division of Proparco, the French Development Finance Institution. He holds a Master's Degree in Engineering from the Ecole des Ponts in Paris, a Master's Degree in Energy Economics and a Master of Public Affairs from the Ecole des Ponts in Paris. He teaches Energy Regulations at Sciences-Po Paris.
