Biography

Dr. Tobin served as the CTO and also Co-Founded Hubble Telemedical. He has served as our chief technology officer since the company's inception. In addition to serving as our CTO, Dr. Tobin has spent his career working in various R&D and R&D leadership capacities. His research experience includes photonics, neutron, x-ray, SEM, electronic imaging and microscopy. His science and technology specialty is in image metrology, object segmentation, and feature generation from multi-spectral, multi-source imagery for the development of robust human-level classifiers, image archival and retrieval applications, and informatics. He has authored and co-authored over 164 publications and he currently holds fourteen U.S. Patents in areas of computer vision, photonics, radiography, and microscopy. Dr. Tobin is a Fellow of the International Society for Optics and Photonics (SPIE). He is also a Fellow of the Institute of Electrical and Electronics Engineers (IEEE). Dr. Tobin has a Ph.D. in Nuclear Engineering from the University of Virginia, an M.S. in Nuclear Engineering from Virginia Tech, and a B.S. in Physics also from Virginia Tech.
