Biography

Mr. Heng Wing Chan serves as Board Member at Shengqu Games. He also serves as an independent director of Banyan Tree Holdings, resort development and management group, and Fraser and Neave, Limited, a 130-year-old food and beverage company with interests in property and publishing, both of which are listed on the Singapore Stock Exchange. Mr. Chan has served as the chairman of the Asia Center of the Milken Institute since September 2013. Prior to that, Mr. Chan served as the managing director of international relations for Temasek International Pte. Ltd., an investment company based in Singapore and wholly owned by the Singapore Ministry of Finance. Mr. Chan previously served as the chief representative of Temasek in China and was primarily responsible for managing Temasek's relationships with foreign governments and private enterprises. Mr. Chan serves as a senior advisor to the Singapore Ministry of Foreign Affairs and is Singapore's High Commissioner to the People's Republic of Bangladesh, resident in Singapore. Prior to that, Mr. Chan served in the Ministry of Foreign Affairs and the Ministry of Information of Singapore, including serving in Singapore's Permanent Mission to the United Nations, as Consul-General to Hong Kong, Ambassador to Thailand and Consul-General to Shanghai. Mr. Chan also served as the Press Secretary to Prime Minister Goh Chok Tong and head of the Media Division in the Singapore Ministry of Information and the Arts. Mr. Chan holds a Bachelor's and Master's degree in philosophy from the University of Singapore and a degree from the Columbia Graduate School of Journalism in American.
