Biography

Mr. Tingru Liu is a Co-Founder and serves as Managing Partner at IPV Capital. Before joining IPV Capital, he served as Director of the Economic Policy Department at the Ministry of Information Industry (MII), as Executive Secretary for the Vice Minister of MII, and as Department Head of the National Investment Corporation. He is very well regarded in the Chinese IT and technology sectors where he has over 20 years of experience. He receives his BSc from Peking University. He was also a visiting Scholar at Stanford University's APARC program.
