Frank Young MD General Information
Biography
Dr. Frank Young served as Venture Partner at Apple Tree Partners. Dr. Young, M.D., Ph.D., is a former Commissioner of the FDA and has over 45 years of experience in medicine, academia and government. After numerous academic appointments, Dr. Young served as Chairman of the Department of Microbiology and Professor of Microbiology, Pathology, Radiation Biology and Biophysics at the University of Rochester, New York. Subsequently, he became Dean of the School of Medicine and Dentistry, Director of the Medical Center and Vice President for Health Affairs at the University of Rochester. Dr. Young joined the Department of Health and Human Services as Assistant Surgeon General in 1984. He served as Commissioner of the FDA under Presidents Ronald Reagan and George H.W. Bush, as Deputy Assistant Secretary in the H.W. Bush administration, and Director of both the Office of Emergency Preparedness and the National Disaster Medical System during the Clinton Administration. In 1986, he became the U.S. Representative to the Executive Committee of the World Health Organization. He later became a Commissioner on the World Health Organization's Commission on Health and Environment. He also served as Head of the State Department Delegation to the Ad Hoc Biotechnology Working Group of the Organization of Economic Cooperation and Development in Paris, France. Dr. Young has contributed to more than 200 scientific articles in the fields of biotechnology and microbiology, notably on the development of some of the earliest cloning enzymes, vectors and vehicles. Dr. Young's awards include membership in the National Academies (Institute of Medicine) of the National Academy of Sciences, Secretary's Special Citation, Department of Health and Human Services, the Inspector General's Award for Outstanding Integrity; PHS Surgeon General's Exemplary Service Medal; Distinguished Alumnus, Upstate Medical University; and 5 honorary degrees. Dr. Young serves on the Board of Directors for Elusys Therapeutics and serves as an Advisor to the Board of Directors for Bioventus. Dr. Young holds a Doctor of Medicine from Upstate Medical University (New York) and a PhD degree from Case Western Reserve University.
